Using same bags is just one step in attempting to even things out. There are still several other things that should be done. All teams play each other once and then break down into top and bottom after if time. Points get skewed when teams don't play each other once some teams play tougher competition and don't get a chance to score points. Teams should always stand across from one another. Teams should not always be set on the same boards and not rotate week after week.
